In TPC, a least squares analysis must have at least two fixed elements. These two fixed elements lock in the scale and rotation of the solution.
Correction
TPC assumes that protected points included in the least squares analysis are fixed. So you can make sure that at least two points are protected or you can fix additional points via the Least Squares Edit Points dialog.
